Same reason the don't apply the red debuff or why Nashor's passive aren't proc'ed by Soldiers AA, but they still proc Rylai's Slow. WebPress the Attack requires you to hit with basic attacks. Nashor's Tooth damage also doesn't apply to soldier attacks. From what I know Azir's soldier's don't proc on hit effects (Glacial augment for example and the only exception I know of is Guinisoo's Rageblade.
